South Korea¡¯s President Park Geun-hye is embroiled in a lurid corruption scandal that threatens to hamstring her remaining year in office. The scandal has plunged Ms. Park¡¯s approval ratings to record lows, sent thousands of angry demonstrators into the streets, and sparked demands that she resign.



Çѱ¹ ¹Ú±ÙÇý ´ëÅë·ÉÀº ³²Àº ÀÜ¿©Àӱ⸦ ¹«·ÂÈ­½Ãų ¸¸Å­ Ãæ°ÝÀûÀÎ ºÎÆÐ ½ºÄµµé¿¡ È۽ο© ÀÖ´Ù. ±× ºÎÆÐ ½ºÄµµéÀº ¹Ú ´ëÅë·ÉÀÇ ÁöÁöÀ²À» »ç»ó ÃÖÀúÄ¡·Î Ã߶ô½ÃÄ×À¸¸ç ºÐ³ëÇÑ ¼öõ ¸íÀÇ ½ÃÀ§ÀÚµéÀ» °Å¸®·Î ³ª¿À°Ô Çß°í ¹Ú ´ëÅë·É¿¡ ´ëÇÑ ÅðÁø ¿ä±¸¿¡ ºÒÀ» ÁöÆñ´Ù.



The scandal involves Choi Soon-sil, a close friend of Ms. Park¡¯s family. Ms. Choi¡¯s father, Choi Tae-min, the founder of an obscure religious sect, was a spiritual adviser to Ms. Park¡¯s father, the South Korean dictator Park Chung-hee, and to Ms. Park after her mother was assassinated in 1974. After Mr. Choi¡¯s death in 1994, his daughter took over her father¡¯s role at Ms. Park¡¯s side. In that capacity, Ms. Choi, — who has never held a government job, has no security clearance and no policy background — was apparently deeply involved in state affairs. She also apparently used her influence to coerce companies into donating nearly $70 million to two foundations she controlled, and to secure her daughter admission at one of South Korea¡¯s most prestigious universities. On Wednesday, South Korean prosecutors said they would bring criminal charges against Ms. Choi.



±× ºÎÆÐ ½ºÄµµéÀº ¹Ú ´ëÅë·ÉÀÇ °¡Á·°ú °¡±î¿î Ä£±¸ÀÎ ÃÖ¼ø½Ç°ú ¿¬·çµÇ¾î ÀÖ´Ù. ½Çü°¡ ¸ðÈ£ÇÑ ÇÑ Á¾ÆÄÀÇ Ã¢½ÃÀÚÀÎ ÃÖ¼ø½ÇÀÇ ¾Æ¹öÁö ÃÖŹÎÀº Çѱ¹ÀÇ µ¶ÀçÀÚ¿´´ø ¹Ú±ÙÇý ´ëÅë·ÉÀÇ ¾Æ¹öÁö ¹ÚÁ¤Èñ¿¡°Ô, ±×¸®°í 1974³â ¹Ú ´ëÅë·ÉÀÇ ¾î¸Ó´Ï°¡ ÇÇ»ìµÈ ÈÄ¿¡´Â ¹Ú±ÙÇý ´ëÅë·É¿¡°Ô Á¤½ÅÀû Á¶¾ðÀÚ¿´´Ù. 1994³â ÃÖŹÎÀÇ »ç¸Á ÀÌÈÄ ÃÖŹÎÀÇ µþÀÌ ¹Ú±ÙÇý ¿·¿¡¼­ÀÇ ¾Æ¹öÁö ÃÖŹÎÀÇ ¿ªÇÒÀ» ³Ñ°Ü¹Þ¾Ò´Ù. ±×·¯ÇÑ °ü°è·Î, °øÁ÷µµ ¾ø°í º¸¾ÈÁ¤º¸ Á¢±ÙÇã°¡µµ ¾øÀ¸¸ç Á¤Ã¥Àû °æ·ÂÀÌ Àü¹«ÇÑ ÃÖ¼ø½ÇÀÌ ±¹Á¤¿¡ ±íÀÌ °ü¿©Çß´ø µíÇÏ´Ù. ÃÖ¼ø½ÇÀº ¶ÇÇÑ ÀÚ½ÅÀÇ ¿µÇâ·ÂÀ» ÀÌ¿ëÇØ ÀÚ½ÅÀÌ ¿î¿µÇß´ø µÎ Àç´Ü¹ýÀο¡ °ÅÀÇ 7õ¸¸ ´Þ·¯¸¦ ±âºÎÇϵµ·Ï ±â¾÷µéÀ» °­¿äÇÏ°í Çѱ¹¿¡¼­ °¡Àå ¸í¼º ÀÖ´Â ´ëÇÐ Áß ÇϳªÀÎ °÷¿¡ µþÀ» ÀÔÇнÃŲ °ÍÀ¸·Î º¸ÀδÙ. ¼ö¿äÀÏ Çѱ¹ °ËÂûÀº ÃÖ¼ø½Ç ¾¾¿¡ ´ëÇØ Çü»ç°í¹ßÀ» ÇÏ°Ú´Ù°í ¸»Çß´Ù.



When she was elected in 2012, Ms. Park promised that she would end the corruption that has long plagued South Korea¡¯s political leadership, saying: ¡°I have no child to inherit my properties. You, the people, are my only family, and to make you happy is the reason I do politics.¡± She also pledged to tackle growing economic inequality, rein in South Korea¡¯s powerful chaebol, or family-controlled conglomerates, and improve relations with North Korea.



2012³â ´ç¼±µÇ¾úÀ» ´ç½Ã ¹Ú ´ëÅë·ÉÀº ¡°³» Àç»êÀ» ¹°·ÁÁÙ Àڽĵµ ³»°Ô´Â ¾ø´Ù. ±¹¹Î ¿©·¯ºÐÀÌ ³» À¯ÀÏÇÑ °¡Á·ÀÌ´Ù. ±¹¹ÎÀ» ÇູÇÏ°Ô ÇØ µå¸®´Â °ÍÀÌ ³»°¡ Á¤Ä¡¸¦ ÇÏ´Â ÀÌÀ¯ÀÌ´Ù¡±¶ó°í ¸»ÇÏ¸ç ¿À·§µ¿¾È Çѱ¹ Á¤Ä¡°è ÁöµµÀÚµéÀ» ¼º°¡½Ã°Ô Çß´ø ºÎÆи¦ Á¾½Ä½ÃÅ°°Ú´Ù°í ¾à¼ÓÇß´Ù. ¶ÇÇÑ ¹Ú ´ëÅë·ÉÀº Á¡Á¡ Áõ´ëÇÏ´Â °æÁ¦Àû ºÒÆòµî°ú ½Î¿ì°í, Çѱ¹ÀÇ °­·ÂÇÑ °¡Á·Áö¹è ´ë±â¾÷ÀÎ Àç¹ú¿¡ Àç°¥À» ¹°¸®°í ºÏÇÑ°úÀÇ °ü°è¸¦ °³¼±ÇÏ°Ú´Ù°í ¼±¾ðÇß´Ù.



It is hard to see how Ms. Park can accomplish any of this now. Her term in office will end in February 2018, and she faces fierce resistance from opposition parties that constitute a majority in South Korea¡¯s Parliament. On Wednesday, Ms. Park replaced her prime minister and two other cabinet ministers, but opposition lawmakers vowed they would not approve the new appointments.



ÀÌÁ¦ ¹Ú ´ëÅë·ÉÀÌ ¾î¶»°Ô ÀÌ Áß ¾î´À °ÍÀÌ¶óµµ ÀÌ·ê ¼ö ÀÖÀ»Áö ÀÌÇØÇϱ⠾î·Æ´Ù. ¹Ú ´ëÅë·ÉÀÇ ÀÓ±â´Â 2018³â 2¿ù¿¡ ³¡³¯ °ÍÀε¥ ¹Ú ´ëÅë·ÉÀº Çѱ¹ ±¹È¸ÀÇ ´Ù¼ö¸¦ Â÷ÁöÇÏ°í ÀÖ´Â ¾ß´çÀÇ ¸Í·ÄÇÑ ÀúÇ׿¡ Á÷¸éÇÏ°í ÀÖ´Ù. ¼ö¿äÀÏ ¹Ú ´ëÅë·ÉÀº ±¹¹«ÃѸ®¿Í µÎ ¸íÀÇ Àå°üÀ» ±³Ã¼ÇßÁö¸¸ ¾ß´ç ÀÇ¿øµéÀº À̵éÀÇ ÀÓ¸íÀ» ½ÂÀÎÇÏÁö ¾Ê°Ú´Ù°í °ø¾ðÇß´Ù.



Though Ms. Park admitted in a televised speech last week that she shared ¡°certain documents¡± with Ms. Choi and apologized to the South Korean people, she refused to allow prosecutors to search aides¡¯ offices in the presidential offices. South Koreans deserve a thorough and independent investigation into the Choi affair. Ms. Park¡¯s future in power will depend on it.
