South Korea’s President Park Geun-hye is embroiled in a lurid corruption scandal that threatens to hamstring her remaining year in office. The scandal has plunged Ms. Park’s approval ratings to record lows, sent thousands of angry demonstrators into the streets, and sparked demands that she resign.

한국 박근혜 대통령은 남은 잔여임기를 무력화시킬 만큼 충격적인 부패 스캔들에 휩싸여 있다. 그 부패 스캔들은 박 대통령의 지지율을 사상 최저치로 추락시켰으며 분노한 수천 명의 시위자들을 거리로 나오게 했고 박 대통령에 대한 퇴진 요구에 불을 지폈다.

The scandal involves Choi Soon-sil, a close friend of Ms. Park’s family. Ms. Choi’s father, Choi Tae-min, the founder of an obscure religious sect, was a spiritual adviser to Ms. Park’s father, the South Korean dictator Park Chung-hee, and to Ms. Park after her mother was assassinated in 1974. After Mr. Choi’s death in 1994, his daughter took over her father’s role at Ms. Park’s side. In that capacity, Ms. Choi, — who has never held a government job, has no security clearance and no policy background — was apparently deeply involved in state affairs. She also apparently used her influence to coerce companies into donating nearly $70 million to two foundations she controlled, and to secure her daughter admission at one of South Korea’s most prestigious universities. On Wednesday, South Korean prosecutors said they would bring criminal charges against Ms. Choi.

그 부패 스캔들은 박 대통령의 가족과 가까운 친구인 최순실과 연루되어 있다. 실체가 모호한 한 종파의 창시자인 최순실의 아버지 최태민은 한국의 독재자였던 박근혜 대통령의 아버지 박정희에게, 그리고 1974년 박 대통령의 어머니가 피살된 후에는 박근혜 대통령에게 정신적 조언자였다. 1994년 최태민의 사망 이후 최태민의 딸이 박근혜 옆에서의 아버지 최태민의 역할을 넘겨받았다. 그러한 관계로, 공직도 없고 보안정보 접근허가도 없으며 정책적 경력이 전무한 최순실이 국정에 깊이 관여했던 듯하다. 최순실은 또한 자신의 영향력을 이용해 자신이 운영했던 두 재단법인에 거의 7천만 달러를 기부하도록 기업들을 강요하고 한국에서 가장 명성 있는 대학 중 하나인 곳에 딸을 입학시킨 것으로 보인다. 수요일 한국 검찰은 최순실 씨에 대해 형사고발을 하겠다고 말했다.

When she was elected in 2012, Ms. Park promised that she would end the corruption that has long plagued South Korea’s political leadership, saying: “I have no child to inherit my properties. You, the people, are my only family, and to make you happy is the reason I do politics.” She also pledged to tackle growing economic inequality, rein in South Korea’s powerful chaebol, or family-controlled conglomerates, and improve relations with North Korea.

2012년 당선되었을 당시 박 대통령은 “내 재산을 물려줄 자식도 내게는 없다. 국민 여러분이 내 유일한 가족이다. 국민을 행복하게 해 드리는 것이 내가 정치를 하는 이유이다”라고 말하며 오랫동안 한국 정치계 지도자들을 성가시게 했던 부패를 종식시키겠다고 약속했다. 또한 박 대통령은 점점 증대하는 경제적 불평등과 싸우고, 한국의 강력한 가족지배 대기업인 재벌에 재갈을 물리고 북한과의 관계를 개선하겠다고 선언했다.

It is hard to see how Ms. Park can accomplish any of this now. Her term in office will end in February 2018, and she faces fierce resistance from opposition parties that constitute a majority in South Korea’s Parliament. On Wednesday, Ms. Park replaced her prime minister and two other cabinet ministers, but opposition lawmakers vowed they would not approve the new appointments.

이제 박 대통령이 어떻게 이 중 어느 것이라도 이룰 수 있을지 이해하기 어렵다. 박 대통령의 임기는 2018년 2월에 끝날 것인데 박 대통령은 한국 국회의 다수를 차지하고 있는 야당의 맹렬한 저항에 직면하고 있다. 수요일 박 대통령은 국무총리와 두 명의 장관을 교체했지만 야당 의원들은 이들의 임명을 승인하지 않겠다고 공언했다.

Though Ms. Park admitted in a televised speech last week that she shared “certain documents” with Ms. Choi and apologized to the South Korean people, she refused to allow prosecutors to search aides’ offices in the presidential offices. South Koreans deserve a thorough and independent investigation into the Choi affair. Ms. Park’s future in power will depend on it.

비록 박 대통령이 지난주 TV 연설에서 자신이 최 씨와 “일부 문서들을” 공유했다고 인정하고 국민들에게 사과했지만, 박 대통령은 검찰이 청와대 비서관 사무실에 대해 압수수색하는 것을 허용하지 않았다. 한국민들은 최 씨의 사건에 대한 철저하고 독립적인 수사를 요구할 권리가 있다. 박 대통령이 남은 임기를 제대로 할 수 있을지가 그것에 달리게 될 것이다.
