SEOUL, South Korea — South Koreans have been riveted for weeks by a scandal involving the president and a shadowy adviser accused of being a ¡°shaman fortuneteller¡± by opposition politicians.

These may not seem like the makings of a major scandal. But as Ms. Park nears her last year in office, the revelations have sent her polling numbers to new lows, and a prominent member of her party has called on her to resign from it, while some South Koreans want her impeached.

In part, the accusations have resonated because they feed into longstanding criticism that the president is a disconnected leader who relies only on a trusted few.

But for most South Koreans, the real drama is that Ms. Choi is the daughter of a religious figure whose relationship with Ms. Park had long been the subject of lurid rumors. The figure, Choi Tae-min, was often compared to Rasputin here, and now critics say his daughter is playing the same role.

Mr. Choi was the founder of an obscure sect called the Church of Eternal Life. He befriended Ms. Park, 40 years his junior, soon after her mother was assassinated in 1974. According to a report by the Korean intelligence agency from the 1970s that was published by a South Korean newsmagazine in 2007, Mr. Choi initially approached Ms. Park by telling her that her mother had appeared in his dreams, asking him to help her.

Mr. Choi was a former police officer who had also been a Buddhist monk and a convert to Roman Catholicism. (He also used seven different names and was married six times by the time he died in 1994 at the age of 82.) He became a mentor to Ms. Park, helping her run a pro-government volunteer group called Movement for a New Mind. Ms. Choi became a youth leader in that group.

According to the report by the KCIA, as the country¡¯s intelligence agency was then called, Mr. Choi was a ¡°pseudo pastor¡± who had used his connection to Ms. Park to secure bribes.

Ms. Park¡¯s father, Park Chung-hee, the former military dictator, was assassinated in 1979 by Kim Jae-gyu, the director of the KCIA. Mr. Kim told a court that one of the reasons he killed Mr. Park was what he called the president¡¯s failure to stop Mr. Choi¡¯s corrupt activities and keep him away from his daughter.

Mr. Choi was never charged with a crime in connection with the allegations; in a newspaper interview in 2007, Ms. Park called him a patriot and said she was grateful for his counsel and comfort during ¡°difficult times.¡±

But none of that raised the kind of furor seen in recent weeks.

Au c©«ur d¡¯une affaire ayant mis en évidence l¡¯influence sur sa propre action de son amie de quarante ans Choi Soon-sil, la présidente sud-coréenne, Park Geun-hye, poursuit imperturbablement ses activités. Le 27 octobre, elle était à Busan (sud-est) pour l¡¯anniversaire des autonomies provinciales. Dans cette grande ville traditionnellement proche des conservateurs, six étudiants ont trouvé le moyen de perturber son déplacement. « Park, démission ! », ont-ils scandé avant d¡¯être arrêtés.

A Séoul, des mouvements s¡¯organisent, notamment dans les universités. Un appel à manifester a été lancé pour le 29 octobre. Les Sud-Coréens sont en état de sidération depuis la révélation de l¡¯affaire. Tout a commencé avec l¡¯enquête menée sur deux fondations, la Mir et la Sports-K, créées en 2015 et 2016 par Mme Choi, officiellement pour promouvoir la culture et le sport. Elles ont été abondamment financées par les chaebols, les conglomérats coréens, grâce, semble-t-il, aux liens de Mme Choi avec Mme Park. Une partie de l¡¯argent aurait fini dans les poches de Mme Choi.

Révélée en juillet par le quotidien conservateur Chosun Ilbo, l¡¯affaire a vite été étouffée, sans doute sous la pression de la Maison Bleue, la présidence sud-coréenne. Mais elle a incité un quotidien de centre gauche, Hankyoreh, à enquêter. Ses révélations sur l¡¯enrichissement de Mme Choi ont commencé à avoir des répercussions politiques, contraignant la présidente à réagir. Sa décision, le 24 octobre, de lancer le chantier d¡¯une modification constitutionnelle pour permettre aux futurs présidents sud-coréens de briguer plusieurs mandats, a été vue comme une tentative de faire diversion.

Or le soir même, la chaîne JTBC titrait sur la découverte sur une tablette qui aurait appartenu à Mme Choi de centaines de fichiers, notamment les 44 principaux discours de Mme Park, annotés. Une vérification a montré que les modifications de Mme Choi avaient été scrupuleusement suivies par Mme Park.

Face au tollé suscité par la mise en évidence du rôle de Mme Choi, la présidente a présenté des excuses – fait rare de sa part. « Quand je faisais campagne, Mme Choi m¡¯a donné son opinion sur mes discours, a-t-elle déclaré. Une fois en poste, j¡¯ai continué de recevoir ses conseils sur certains documents. » Et Mme Park de nier les allégations selon lesquelles Mme Choi aurait littéralement contrôlé son action. Le soir même, JTBC annonçait pourtant que d¡¯autres fichiers avaient été découverts, dont certains contenant des informations confidentielles sur la défense notamment.

D¡¯abord introuvable, Mme Choi est réapparue en donnant une interview publiée le 27 octobre par le quotidien Segye Ilbo, depuis Francfort (Allemagne) où elle possède plusieurs biens immobiliers et où elle a fui avec 360 000 euros en liquide. Niant toute influence sur la politique présidentielle, elle admet tout juste avoir aidé une amie. Elle a également affirmé ne pas savoir se servir d¡¯une tablette et s¡¯est dite au bord du suicide. Or, JTBC a annoncé le même jour avoir trouvé des selfies de Mme Choi sur ladite tablette.

Les relations entre Mme Park et la famille Choi remontent à l¡¯époque où elle occupait la position de première dame, une fonction attribuée par son père, le président autoritaire Park Chung-hee (1917-1979), après l¡¯assassinat de sa mère, Yuk Young-soo, en 1974. Mme Park noue alors une relation particulière avec Choi Tae-min, père de Choi Soon-sil.

Surnommé le « Raspoutine coréen », l¡¯homme, ancien policier, est une figure controversée des milieux religieux. Ayant joué de différentes identités, il se présente tour à tour comme moine ou pasteur, doté de pouvoirs chamaniques. Il crée une secte, l¡¯Eglise de la vie éternelle, jamais reconnue. À Mme Park, il affirme être en relation avec l¡¯esprit de sa défunte mère. D¡¯après un câble diplomatique de l¡¯ambassade américaine de 2007 révélé par WikiLeaks, il aurait eu à l¡¯époque « le contrôle total du corps et de l¡¯esprit » de Mme Park.

Ses relations avec le clan présidentiel ont permis à M. Choi d¡¯accumuler une immense richesse. Marié cinq fois et père de six filles, M. Choi affirme que la cinquième, Soon-sil, a hérité de ses pouvoirs « chamaniques ». Il la présente à Mme Park. Depuis quarante ans, les deux femmes sont très proches. L¡¯ex-mari de Mme Choi, Jeong Yun-hoe, aurait géré officieusement la campagne pour l¡¯investiture conservatrice en vue de la présidentielle de 2007.

L¡¯affaire des fichiers, désormais qualifiée de « Choi gate », a plongé la Maison Bleue dans l¡¯embarras. « Et pour cause, estime Kim Eui-kyeom, chargé de l¡¯enquête au Hankyoreh, un maximum de cinq personnes étaient au courant des liens entre Mme Park et Mme Choi ».

La majorité et l¡¯opposition tentent aujourd¡¯hui de s¡¯accorder sur les modalités de l¡¯enquête à mener. Les quatorze derniers mois du mandat de Mme Park s¡¯annoncent difficiles. Sa cote de popularité est tombée sous les 20 %, certains s¡¯inquiètent du blocage de l¡¯action politique. Des appels à sa démission se font entendre et la présidente pourrait faire face à une procédure de destitution.
